1. Participation A. All participating teams must provide legal documents such as Full Names, Dates of Birth, Parental Declaration of Consent for Minors (if applicable), Passports, or ID copies. B. All participants must be 18 years or older.. C. Only players with a valid Moonton account - unless officially banned - are allowed to participate in the competition. D. All players have to compete on their own Moonton Account. Playing on another player's Account is not allowed Each team must designate a team leader, who can be an external e.g team manager. The team leader is the link between the team and those responsible for the tournament and may not belong to another team regardless of the function in the same competition. Team Leaders have the following responsibilities: A. Representation of the team in communication with those responsible for the tournament, which means constant availability on site and notification in the event of a short absence. B. Representing the team in communication with other teams. D. Passing on all required information to the entire team e.g. schedule, tournament format, etc. E. Accurately represent the views of the entire team. Once the tournament has started, changing the team leader can only happen when the designated team leader can no longer manage the team. The tournament officials have to be notified immediately in case of a team leader change. Preparation time is the provided time frame before the start time (unless otherwise specified) and is set as a minimum of 30 minutes between matches. The teams should use this time to check whether they are optimally prepared. During this time, players must do the following: 4. Starting Time The round start time is determined by the tournament organizer. The maximum break between matches is 15 minutes. A game of record (“GOR”) refers to a game where all ten players have loaded, and which has progressed to the point of meaningful interaction between opposing teams. Once a game attains GOR status, the period ends in which remakes may be permitted, and a game will be considered on record from that point onward. Exceptions will be made upon referee intervention. Conditions that establish GOR: ● Any attack or ability is landed on minions, jungle creeps, structures, or enemy heroes. ● Line-of-sight is established between players on opposing teams. ● Setting foot, establishing a vision, or targeting a skill shot ability into the opponent’s half of the map. ● The game timer reaches two minutes (00:02:00). Under which conditions can a Game be reset is entirely decided by the official Tournament Administration. The following conditions are examples used to illustrate: Remakes Before GOR. The following are examples of situations in which a Game may be remade if GOR has not been established: If a Player notices that the Player's emblems, battle spells or GUI settings have not been applied correctly due to a bug between the game lobby and Match, the player must inform the referee standing behind the team. If the settings are not correctly adjusted, the Game may be restarted. If the Tournament Administration determines that technical difficulties will not allow the Game to resume as normal (including a Team's ability to be in the proper position for certain game events, such as minion spawn). Should any remakes happen because of the above-mentioned situations, the gold and xp lanes will not be counted towards keeping the same settings. In whatever way these two lanes randomize in the next game will be taken as is and the game must be played to completion. Remakes After GOR. The following are examples of situations in which a Game may be restarted after GOR has been established. If a game experiences a critical bug at any point during the Match which significantly alters game stats or gameplay mechanics. Should a remake happen in this way, the game will start with no settings retained and with new picks and bans entirely. Teams will be given extra time of five (5) minutes to recoup and recount their strategy for the remake. Technical issues on the organizer's side ( Decision to be made by the Tournament Administration ) 7. PAUSE/BREAK/TIMEOUT Team Captain can request a pause from the host and have the option to pause the game. There are different types of breaks: A. Tournament Administration Pause: Tournament officials may pause a game at any time at their sole discretion. B. Team Timeout: Each team shall be allowed to call a pause for the following reasons: ● A malfunction of the hardware or software (e.g. monitor failures, problems with peripheral devices, errors in the game itself, ...). ● Physical impairment of a player (e.g. broken chair). Teams are required to inform the tournament referee assigned to their team/match of the reason for the pause and actively work together with the tournament official to resolve the issue as soon as possible A. When disconnected, the player’s teammates shall request a pause in the game immediately, and the referee shall be notified by the team about the situation. B. In the situations listed below, relevant matches shall become void upon confirmation and final decision by the referee, and a re-match shall be conducted. ● In the case of unidentified bugs or unintentional occurrences of bugs. ● When the decision of a win/loss is impossible to decide by the progress of the match. ● In the situations listed above, if the win/loss is decided by the [Organizer Name] or the Referee’s decision, the result is announced after the match. C. In the event of either the referee or observer's PC (mobile) malfunctioning, the match shall continue if it’s considered to not influence the match. Time will be given for players to refocus and reorganize their strategies. The [Organizer Name] and the referee may operate the matches flexibly, changing depending on the situation. D. In case a player disconnects during the draft, the draft will be reset and restarted with all previous picks and bans until the selection error 1. In an online series, if a player is unable to reconnect to the match after the 10-minute timer is over, the match must continue with the remaining four players in the team unless the match fulfills the requirements for a remake. A remake can be issued before the match becomes a Game of Record. The team that has run out of pause time is not allowed to pause further; in case of another disconnect, they have to un-pause immediately. The disconnected player can connect back to the game at any point until the end of the game. 2. In case a player disconnects during the draft, and the affected player is not the captain, the draft will continue until all heroes are selected. A rehost will be made with the same picks and bans up to that point, in case the player is not able to join back. In case the captain disconnects during the draft, a pause should be called. In case the captain is not able to connect back, the game can be rehosted with a new draft, based on the referee's decision. The pause time used during the draft will be deducted from the team's total pause time during the live game. A. Side Selection - Selection priority is determined by the Lobby Setting - Automatic (Coin toss) / Alternates for game two. A coin toss is used again if there is a third game. - For playoffs, a seeding-based system is used. B. Settings for the Match - Game Mode: Captain’s mode - Server: The nearest online location servers with the best ping will be used. - Selection Priority: Automatic (Coin toss). - Enable cheats: Disabled - Fill empty slots with bots: Disabled - Dota TV: 5 minutes - All chat: Enabled (It can be used only in pause for information, chat wheels, and tipping). - Version: Tournament - Broadcasting & Observing: Enabled (Observers and broadcasters to manually set 6 minutes in-game delay and 4 minutes delay on the streaming software). - Spectator: Enabled (Only for broadcast & observer(s)) - Coaches: Disallowed Only VoIP software authorized by the organizer can be used. However, when the provided voice chat program malfunctions, another program allowed by the referee can be used. 10. Tournament format The following tournament format & schedule are being applied during the IESF Qualification World Esports Championship Dota 2 tournament: 1. Group stage: 1st-2nd placed teams in each group advance to the Playoffs 2. Playoffs: It will consist of a total of 2 teams, who will be placed into a single-elimination tournament with all matches being played in a Best of Three (Bo3) format. A. If a player of a team commits misconduct or any inappropriate act in a team event, the referee may take disciplinary action against the team which can include a caution, warning, forfeit, or expulsion. Examples of misconduct are as follows: B. When a player of a team is found to be manipulating the client to customize the game beyond the range of settings provided in-game, or using third-party tools to that effect, the team may be disqualified. C. Delaying the match start time. D. Use of in-game IDs with offensive, political, or otherwise inappropriate content. E. No forms of cheating are allowed within the tournament. This includes but is not limited to macros, changes in game files, usage of third-party software providing an unfair advantage, hardware cheats, collusion or any other means to gain an unfair advantage. Any participant found using cheats during the tournament will be immediately disqualified and banned from participating in tournaments for a minimum of two (2) years. 12. ADDITIONAL Newly added heroes will remain banned for two (2) weeks after the update. Heroes are found to be causing disturbances due to buggy behavior, IESF will prohibit their use for the event for a certain severity period according to the severity of the error. There are no restrictions on skins and emblems that are used without exception. Players are not allowed to send text messages to the opposing team in the match, except when asking for a pause during the match and showing respect. Taunting and recall are allowed in any of the matches 13. Change of Rules A. This regulation applies to this tournament and may be altered in the following cases: 1. The release of new patches. 2. Discovery of other reasonable factors. 4. Additional rules added by the official local organizer.
E. The team members must not exceed 8 (including 5 players, 2 stand-in, and a coach).

3. Preparation Time
A. ONLINE (15 minutes):
1. During this period players are free to use any method of preparation for the match.
2. If a player is emergency substituted during the preparation time, the tournament organization must be informed immediately.
3. The entire team needs to be present in the lobby 10 minutes before the official game starts.
4. If you want to use a substitute for the match, officials must be informed 1 hour before the start of the official game.
B. OFFLINE (15 minutes):
1. The use of your hardware and any software that may be required must be communicated to those responsible for the tournament before installation.
2. Attach all necessary personal technical equipment (earbuds, power charger, hub, etc.) to the player's phone. All players are responsible for the equipment they are intended to use.
3. Check the provided player's phone if it runs the game with the desired quality.
4. If a technical issue occurs during “Preparation Time”, the player is obligated to immediately contact the tournament referee.
5. Join the designated voice channel, if available for the match.
6. Signal the tournament referee that the game is ready to go.
7. Players must be ready in the lobby and their respective voice channels at least 5 minutes before the scheduled match start time. Violation of the preparation time will be penalized with a warning which, if repeated, will lead to an increased penalty
The match start time is determined by the tournament organizer. The minimum break between match series is 25 minutes. At their scheduled start time, all tournament officials and players must be ready. It is the responsibility of those responsible for the tournament to announce the start times. It is the team leader's responsibility to ensure that the team is on time and ready at the start time
5. Number of Players
Each match can start only with five players per team ( 5v5 ). In case a team fails to show up withenough players, the match will be counted as a no-show.

B. The referees may also judge any cases not specifically covered in this book and their authority extends to cover the tournament as a whole in addition to this rulebook. Any changes made shall be in effect from the moment such changes are communicated to the participants.
